In this context, it is very important to make better use of economic incentive policies to mobilize demand-side resources, promote renewable consumption and relieve the operating pressure of the system. The announcement comes at a good time and aims to serve the construction of a new power system with new energy as the main body. The author believes that in the future to improve the tou price mechanism, we should focus on three aspects to grasp.
Pay attention to the connection with the market mechanism, give full play to the role of tOU price signal. Tou price is an important economic means of demand side management, but the rapid change of power demand leads to the lack of timeliness of tOU price incentive effect on users. With the maturity of the electricity market, China has basically established the medium and long term electricity market, and established the spot market on a pilot basis, and initially established the market-oriented electricity price formation mechanism. In order to effectively connect the market price, tOU price mechanism needs to establish a dynamic adjustment mechanism connected with the mid - and long-term market and spot market. In the spot market has started operation, it is necessary to refer to the electricity spot market tOU price signal, timely adjust the directory tOU price division and floating ratio; In places where the spot market has not yet operated, it is necessary to guide market subjects to declare the electricity consumption curve when signing medium - and long-term transaction contracts to reflect the price of each period.
The time division should appropriately consider the impact of renewable energy development and guide users to actively adapt to the needs of new energy development. At present, the time-of-use pricing method in China is usually based on the difference of power supply cost changes in different periods, starting from the load curve to classify each period. However, with the acceleration of energy structure transformation, the variation curve of power supply cost on the generating side deviates from the user load curve to a large extent. If the original division method is still used, it is difficult to match the period of new energy boom with the trough period of user load curve. Therefore, it is necessary to adjust the traditional classification of base load curve according to the adjustment of power supply structure.
The peak-valley price difference should be set reasonably, and the demand side should be encouraged to flexibly adjust resource construction, thus forming an effective complement for promoting the consumption of new energy. Energy storage has the characteristics of fast and stable charge and discharge power regulation, which can improve the instantaneous, short-term and temporal balance ability of the power system. It is a powerful measure to deal with the intermittency and volatility brought by large-scale new energy generation. The basic profit model of energy storage is to make use of price difference to realize "charging at low price and discharging at high price". At present, the peak-valley price difference of the sale electricity price in many provinces and regions in China still needs to be strengthened to stimulate the demand side response resources such as energy storage. The establishment of peak electricity price and deep valley electricity price in accordance with local conditions helps to play the role of price lever in regulating power supply and demand during peak periods and better guarantee people's livelihood.
